'Buy-to-jail' mortgages?

As the Government considers selling shares to fund new prisons, will it be long before mortgages are available on them?

Members of the public would receive a regular income from the "invest in a cell" scheme and would benefit from a rise in the value of their investment because of increasing property prices.

How can the Treasury be so short of cash that new prisons need to be funded by public subscription?

Gary, I can't understand why the Treasury sells Treasury bonds? It's the traditional way for Government to raise more funds.
