Pension responsibility

Stephen Timms, the minister for pensions reform, considers that "it could not be the responsibility of taxpayers to bail out failed corporate pension schemes".

Does he also consider that it should not be the responsibility of taxpayers to bail out failing public sector pension schemes in the future?
