Beating Child Poverty

How could the Government ever hope to reduce child poverty when, by definition, it increases each year as those in work earn more?

You are officially poor if you live on less than 60% of Britain's average household income, once housing costs are taken into account.

How does the Government discourage poorer people from having too many children? Fewer children would automatically reduce child poverty!
