Fuel Poverty measures?

Is someone earning £30,000 per annum yet pays £4,000 per annum on gas, electricity and petrol living in fuel poverty!?!

If you send your kids to private school because the local state schools are shit, then by that definition, you are probably in 'eduation poverty'. I think I'll write to my MP and ask for a hand-out.
