Actually the Devon salvagers have nothing to fear from the police because what they are doing is completely legal, you are just supposed to send in a form within 28 days of getting the stuff but that is it. You could even say it was in keeping with the ancient customs of the area.
Needless to say it is this traditional and legal activity is the one that is getting the most police time.
The law abiding.
It's certainly an archaic law that needs changing as it is plainly being flouted.
