When did the Home Office decide that armed robbery was no longer a "serious offence"?

The same time that they decided that drug dealers selling drugs to kids outside schools was no longer a serious crime and won't be dealt with by the 999 operator when the new 10p/minute non-emergency number comes into force.

Since the time when they decided that a driver with no insurance, no tax and driving a death trap ran over and killed a kid, fleeing the scene - only to be charged with driving without due care and attention....
