I've no idea. Maybe, however, he sees part of his professional "social cohesion" responsibilities as the suppression of any information which reveals that leaders of any section of the West Midlands community are criminal inciters of violence. If so, and if his personal prejudice is to see that such criminals - particularly those with a Muslim and/or Asian background - should be protected, then his personal prejudices and his view of his responsibilities conveniently coincide.
Or maybe he's just a dangerous and incompetent idiot.
