Just as old Generals tend to "fight the last war", banking regulations will never be good enough to prevent the next banking crisis, just the last one!
Afterall, civil servants are bureaucrats, not futurologists!

Very good point. One suspects the FSA have too many accountants who can check figures and are looking for fraud or misrepresentation of debt levels, profit etc. and too few with proper high level business experience who appreciate the business realities behind accurate figures and can ask the right questions.
I suspect they have too many MBAs and not enough people who know how organisations really work!
