Benefits of Inaction?

How does Kate Green from the Child Poverty Action Group know that the level of benefit fraud is low when condemning Conservative proposals to reduce the number of benefit claimants?

Fraudulent claimants are caught not counted.

Indeed, this sort of objection is ridiculous. Why should those with a genuine problem fear a medical assessment?

The rise in incapacity benefit over the last few decades makes no sense. I do not personally think a great many are faking it, but there are too many marginal claimants, with fairly minor depression and so on, who are capable of work. The benefit is just too easy to get.
