Cost in translation?

Absurd waste of money. Some translation services, certainly if questioned by police etc., are fine - we would after all expect the same abroad.

It is not just major documents but every little leaflet from government at all levels which seems to be available in a dozen or more languages.

Seems unlikely that those with little or no English are a great asset and they should not be allowed as long term residents.
