Would a 43 year old woman be starting her 31st prison sentence if prison life was tougher!?!

All in favour of a soft approach if the individuals concerned are prepared to take the chances offered but when it is clear that they will not reform the best solution in my view would be to increase the sentence on each offence.
If that means some eventually serve life for shoplifting, so be it. If you take account of the police and court time and the financial losses and stress to the victims, it is the cheaper option.
