Blair's problem families

If Tony Blair is serious about tackling "problem families", will he reform the welfare state that funds many of them in the first place?

We are sending poor old Darwin into reverse I fear.

They always say this doesn't matter as children are brighter than their parents. Frankly, I reckon that's a socialist folk tale as one sees little evidence of it.
