Smokers to be?

How can half of Dundee's smokers afford to smoke when they live in poverty!?! What's gone wrong with their spending priorities!?!

Will the NHS Tayside pay me not to start smoking!?!

Perhaps, a la the MacPherson Report, the definition of poverty is a fluid one - such as: "if people feel they live in poverty then they do live in poverty."
