If poorer families receive an extra £20 for their third and all subsequent children, will this reduce child poverty or encourage poorer families to have larger families!?!

i worked with two females both were single parents.
out of a workforce of 8 females those were the only two that arrived at work every day with an hang-over.
Both would brag about shopping at the local 24hr tesco's to tank themselves up.
Two ladies were pansioners and were paying double the tax of the previous two yet the older ladies were working to survive.
How did the extra money help their children at all?
