Are the human rights of prisoners more important than the human rights of the general public to protection from them?
Would a murderer and rapist have escaped from medical treatement if they had been handcuffed or shackled!?!

I must confess I thought they were all the time whilst left alone in hospitals.
It's typical of the UK though. So now I have been corrected I find I am not surprised.
