The modern family - mother, father and government?

Are parents or the Government to blame if one in seven children are growing up in "bad" housing?

That's a very high figure, but I wonder what these homes are really like. My parents used to rent out property and it is always the tenant who wrecked the place, while others turned it into a palace.
