Institutionally Incompetent?

Are the Metropolitan Police "Institutionally incompetent" rather than "Institutionally racist"!?!

Only "institutionally incompetent" since its remit changed from enforcing the law ("without fear of favour") to becoming an engine for diversity, political correctness etc etc and to promotion based on ethnicity and (at senior level) acceptability to the chatterati. And, BTW, since it became a police "service" rather than a police "force".
