Should the 'Aspire' programme focus on why state education fails so many black (and white!) pupils rather than why so few apply to Oxford University?

In what way does the quote from Michael relate to the title of your blog? As I am very close to him, I'm slightly concernved that you are taking the quote out of context, so can you please clarify.
