Why should households on council tax benefit potentially be excluded from Government proposals to penalise households that fail to recycle with an additional £30 per year levy?
Unemployed council tax benefit recipients have more time to recycle and a £30 levy should be a greater incentive to recycle than for those in work!

It's Kyoto on a smaller scale, where wealthy economies (US, UK)are punished severely whereas those seen as "poor" (China, India)are exempt.
Sounds about right to me! Do you ever get the idea that our government is working towards a 1984-style layered society of 'Party' and 'proles'?
