Why should the UK relinquish more of it's rebate to the EU in return for the hollow promise of a future CAP review? How would the UK's rebate be restored if the review found 'no need' for CAP reform?
The UK's presidency of the European Union should only be considered a failure if the UK rebate is negotiated away.

UK: 43% of the budget goes on CAP payments, France alone gets 25% of the budget in CAP payments so I think we need to reform CAP.
