It doesn't matter how much determined is the opponent, if you are not determined enough to kill him.
Less negotiating and more bombing work if the bomber is willing to kill all of his enemies and anyone that is in the way without scruples.
The difference is in that war the Americans were over the border in Pakistan handing out hand held anti-aircraft missiles. I suspect the Taliban are getting money from Gulf arabs but it is clearly not a coule of orders of magnitude of what America could give.
