Would the Government have more success in reducing the highest rate of teenage pregnancy in Western Europe if it removed services and welfare benefits that make life easier for teenage mothers and force them to be more of a burden to their own families?
Teenagers need to be responsible and held accountable for their own actions.
That's basically it - its a no brainer for all but Labour (and the Tories past and present).
