Recycled Rubbish?

Did Welsh and Scottish MPs vote on whether English councils should be given the power of "pay-as-you-throw" rubbish charges?

Whatever happened to the BBC 'exclusive' that such plans had been shelved just one week earlier!?!

    With Home Office statisticians seconded to DEFRA all future landfill targets would have been met already.
