Poor white boys

If poor quality schooling explains just 14% of the low achievement of "poor white boys", how will sending them to better schools change anything!?!

    I take it that since it is 'only' poor white boys that are suffering, then the BBC refuses to say that the Institutions are racist? Imagine if it was 'poor black boys' that were suffering, they would call it a national disgrace.
